EURITAS Summit 2025: Highlights AI, Resilience, and Cross-Border Collaboration in Public Sector ICT
Brussels, 25 September 2025 – The EURITAS Summit 2025 brought together public sector ICT leaders, European institutions, and experts from across Europe to discuss the latest trends, challenges, and opportunities in digital transformation, AI, cybersecurity, and resilience within public administration.
The Summit opened with remarks from EURITAS President Saša Bilić, who highlighted the organization’s growth over the past two years and emphasized the critical importance of cross-border collaboration, knowledge exchange, and the evolving ICT landscape for public administrations across Europe.
The first panel, moderated by Lorraine McNerney, featured representatives of European Commission DG DIGIT and EURITAS member organizations – Stefanos Kotoglou and Eleonora Bonel, Emanuel Darmanin, Roland Ledinger and Carina Zehetmaier. Discussions centered on the implementation of AI in public administration, exploring ethics, governance, and risk assessment, as well as opportunities for improving citizen-focused digital services.
The second panel, moderated by Tina Siegfried, included Ansgar Baums, Manuel Mateo Goyet, Jarkko Levasma, Ken Barclay, and Simeon Kartselyanski. This session focused on ICT resilience, cybersecurity preparedness, and the continuity of public services, with participants sharing strategies to strengthen systems and enhance cross-border collaboration across European public administrations.
The Summit concluded with a final session from the EURITAS Management Board, summarizing key takeaways and emphasizing the importance of continued collaboration and knowledge sharing among members. The board highlighted the value of expanding the EURITAS network, reinforcing its role as the leading European forum for public ICT providers.
Throughout the event, discussions underscored that AI projects in health, justice, and other public services require strong ethical frameworks and risk oversight, while resilience and cybersecurity remain increasingly critical amid evolving threats and systemic risks. The Summit also demonstrated that cross-border cooperation is essential for building efficient, secure, and citizen-focused digital public services.
