De-Mail – First application in Hesse

For the first time, De-Mail was successfully deployed in the Hessian state administration within the framework of the pilot for ELIS-A (emissions report with the state information system – Anlagen) of the Regional Council Darmstadt. De-Mail offers a simple, encrypted, secure and standardized communication procedure, which replaces the previous dispatch of the emissions report by post or by E-Mail.

The HZD operates the De-Mail gateway, which is the central transfer point between the De-Mail provider and the central exchange infrastructure of the state of Hesse. The HZD is thus the interface between the departments and the de-mail provider. Accordingly, HZD is also the contact person for the use of De-Mail in other authorities of the Hessian state administration and supports the de-mail introduction.

The pilot was implemented in cooperation with the interior and environmental ministry, Regional Council Darmstadt, Hessian Agency for Nature Conservation, Environment and Geology, HZD and a cooperation partner. It serves as a model for the further introduction of De-Mail in the Hessian state administration. This is particularly important in the context of the planned Hessian E-Government Act, as the mandatory introduction of De-Mail for the Hessian authorities is foreseen.
